Eligibility means to have the right to do or have something. It means to be worthy of choice, be suitable or desirable for something or someone especially when certain conditions are appropriately satisfied.

Reform means making changes to something or someone to improve on it. It involves the correction or absolute removal of certain rules, behaviors, plans, and so on to put in place a better method or line of actions.
Ingenuity
Ingenuity is the ability of someone to think of clever new ways of solving a problem. It is the ability to think creatively and be inventive.
Shadow
A shadow is a dark image cast on an area when there is an interception between a body and the source of light. A shadow is not the real image of a thing even though it may be like it.
