A disturbance is something that stops you from taking some rest, sleeping or working. It is an interruption of a peaceful condition. Often, while people are looking for a place of settlement, factors that could bring disturbances in that area are looked into.
Any place or environment with recurrent disturbances are not likely to attract new settlers. For instance, an environment that has a group of violent people will most likely not be a good option for settlement. Again, an environment that has a number of industries around it may be full of noise that comes from production processes. These and much more disrupt the peace and quiet of an environment.
Any place worth settling should be serene, void of noise, and especially it should be an environment that you look forward to returning to, at the end of your daily activities.
