A decree is an official order, rule, or decision. It is usually made by either the court of law or a ruler of a country. Decrees have the force of law. A rule by decree is basically what dictators, military rulers, and countries with complete monarchy use. In this situation, decisions and law are single-handedly made and cannot be challenged.
It is usually worse in countries where the military rules as they have ammunition at their disposal, to maim any opposition to their decrees.
In the past, some countries in the world were ruled by decrees. Even in present day where some countries have a stable monarchy, decrees still play a role in the governance of the people. In addition, some countries in the world today are still ruled by dictators whose decrees cannot be questioned and who are almost like a life president.
